PRACTICAL GUIDE

How to find public tenders in Morocco without spending all day searching

Start with Morocco’s official public procurement portal, then open the tender documents for opportunities that match your work. Search results help you spot a contract. They do not tell you enough to commit to a bid.

The useful question is not how many notices you can collect. It is which contracts your business can actually deliver. This guide walks through a search and screening routine, using a small IT company as an example.

Where should you look first?

On marchespublics.gov.ma, open current consultations or the advanced search. Available filters include the buyer, business activity, place of performance and dates.

Bookmark a buyer’s own website if it also publishes information you need. You can use WTender to discover shared opportunities and follow their official links. For a particular tender, check where the buyer tells you to obtain the documents and submit your response.

What if buyers use different words for your services?

A buyer may describe your work differently from your website. Make a short list of services, products and problems you solve. For IT work, try French terms such as maintenance informatique, système d’information, logiciels and gestion documentaire in separate searches.

Start with an activity category and a location you can serve, then add a keyword. If nothing appears, remove a filter before deciding there are no suitable contracts. An overly narrow search can hide a relevant notice.

How do you decide whether a tender deserves your time?

Before downloading every attachment or asking your team to start writing, answer four questions. Use the tender documents, rather than making assumptions from the title.

  • Can you deliver the work, and explain relevant experience that supports your application?
  • Can you cover the required locations and schedule with the people you have available?
  • Do you meet the stated eligibility conditions, including any required qualifications or approvals?
  • Is there enough time to collect the documents, price the work properly and submit before the deadline?

Can a small business bid?

Check who may apply and what evidence they need. The portal has a filter for certain consultations reserved for categories including micro and small or medium businesses established in Morocco. Read the specific documents after using it.

If you lack a required qualification or level of experience, check the documents first. Adding a partner does not automatically solve an eligibility problem. Verify the rules for joint bids or subcontracting in that consultation before relying on either option.

Which documents should you read before preparing a bid?

Open the notice, bidder instructions, consultation rules, specifications and pricing documents where supplied. List the documents this buyer actually requests. An old bid can give you a starting point, but it is not a universal checklist of mandatory attachments.

Keep a folder for each tender reference. Save the downloaded files, your clarification questions and the replies. Before submitting, revisit the official source and look for amendments or a changed deadline.

The portal provides supplier guides, a computer configuration check and a test consultation. Use these before your first submission. Check the applicable signature and certificate requirements early enough to deal with any access problems.

Build a search routine you can keep up

Try a short slot each working day. Repeat your usual searches, open plausible new notices and keep a small shortlist to examine. This is a suggested working routine, not a procurement requirement.

Eight spreadsheet columns are enough to start: reference, buyer, scope, location, deadline, official link, decision and next action. Write something specific, such as “ ask Nadia to check the required references ”, rather than “ review later ”. Give each action an owner and a date.

Use three states: needs checking, bid in preparation, and declined with a reason. Keeping the reason makes your next search better. A scope that was too broad, a deadline that was too close or a missing qualification can help you screen a similar opportunity faster.

What can you do today?

Pick one service you deliver well and two or three ways a buyer might describe it. Search those terms on the official portal. Choose one notice, open its documents and answer the four screening questions. You should leave with a useful decision: prepare a bid, ask for clarification or move on.

You can also browse WTender’s public offers. They are a selection of shared opportunities, some of which may have expired, rather than a complete inventory of open Moroccan tenders.
