PRACTICAL GUIDE

How to respond to an expression of interest: documents and a sample letter

To respond to a request for expressions of interest, start with the notice’s criteria and provide evidence that your profile or firm fits the assignment. An interest letter can introduce your response. It cannot replace the references, forms or other documents requested.

EOI and REOI are common abbreviations in consulting opportunities. In French, you may see AMI. The label alone does not tell you the procedure: establish who may apply, what is requested at this stage and how to submit. This guide includes a preparation method and a short letter to adapt.

Is an expression of interest already a complete proposal?

Not necessarily. In the World Bank Group notice linked below, expressions of interest identify qualified firms before shortlisted applicants are invited to the proposal stage. The notice requests qualifications and relevant experience. That illustrates one procedure, rather than every use of the term EOI.

Read the instructions before writing a detailed methodology or adding a price. If those elements are not requested yet, do not include them by habit. If they are expressly requested, follow the stated format. Your response should answer the requirements of this stage of this opportunity.

Six checks before you start writing

Record the following six points and where the notice answers each one. If a material point remains unclear, use the designated contact before the clarification deadline.

  • Applicant type: consulting firm, individual consultant or another permitted arrangement.
  • Criteria: specialisms, comparable experience, geographical coverage and required languages.
  • Documents: the letter, references, CVs, supporting evidence or forms expressly requested.
  • Presentation: language, page limits, file sizes and any signature requirement.
  • Submission channel: the platform, address or other method in the notice.
  • Deadline: date, time and time zone where specified.

Which project references should you include?

Choose references against the criteria, rather than client prestige alone. Prepare a short record for each: a client or context you may disclose, dates, assignment, your exact role, work delivered and relevance to the new opportunity. Attach the requested evidence and check that you may share the information.

For a firm’s application, distinguish its contracts from an expert’s personal experience. For an individual application, explain your own contribution to each project. A long project list with no identifiable role leaves the reader guessing what you can actually do.

A sample expression of interest letter to adapt

This is a writing aid for a consulting firm. Replace every bracketed field, verify each claim and adjust the attachment list. Use the buyer’s own form if one is provided. For an individual application, replace the company introduction with your specialism and personal experience.

Subject: Expression of interest — [assignment title] — reference [official reference].

Dear [recipient or procurement team], we submit the expression of interest of [legal name of firm] for [assignment title], advertised by [buyer]. Our work includes [specialism relevant to this assignment].

Our attached response presents [comparable assignment 1] and [comparable assignment 2]. On those assignments, our firm was responsible for [exact role and services delivered]. This experience relates to your requirements through [specific connection to the published criteria].

Please find attached [exact list of documents supplied]. Our contact for this application is [name, role and professional contact details]. We remain available for clarification requested through the procurement process.

[Signatory’s name and role, date and signature if required].

How do you turn the letter into a complete response?

Follow the document list in the notice’s order. For each criterion, record which page or file provides the evidence. Read the letter again after assembling the attachments: it should describe what you actually supplied, with consistent assignment names and reference numbers.

Check formats, readability and file limits. A well-written document that cannot be opened will not help your application. If firms are applying together, check the notice’s rules and describe each firm’s role. Do not assume every association arrangement is accepted.

Where should you send an expression of interest?

Use the channel named in the notice. World Bank guidance tells applicants to follow the procurement documents and system instructions for submitting an expression of interest. The funding organization and the recipient of your response may be different. Identify the buyer rather than sending the letter to a general address found elsewhere.

Save any submission confirmation or status the platform provides, along with the files you sent. A finished letter on your computer, a saved draft or supplier registration is not, by itself, evidence of a submitted application.

What should you prepare after submitting?

Record the reference, submission date, documents supplied and announced next steps. If an invitation follows, read its new instructions before reusing your response. Shortlisting is not a contract award.

Maintain a current library of project references and record why you chose to apply or decline. That makes the next focused response easier to prepare. WTender’s public offers can help you discover an assignment; follow the official source for the applicable criteria and documents.
